Article XIII

Compensation
The Council shall adopt a policy establishing procedures for reviewing and setting financial compensation to any individual exercising substantial influence over the Network to ensure that such compensation is not more than reasonable and does not otherwise result in an excess benefit to the person, and requiring that adequate documentation be maintained to support the basis for setting such compensation.
